Fredegar Proudfoot, Mayor Fredegar Proudfoot that is, adjusted his collar. He wanted to look just perfect for the celebration that would take place today. It was July 2nd, and just the day before, the Hobbits had decided to elect him Mayor of the Shire. Today he was to formally address all the Hobbits in his inauguration speech, and then the celebration would begin.
A happy grin covered his face as he adjusted his his gold trimmed vest. He was hungry for breakfast, but that's have to wait till after the ceremony. The plan was that after his speech, there'd be a big breakfast banquet inside the Town Hall. Then the celebration would begin.
Fredegar Proudfoot walked over to the door and opened it, stepping out into the main room. Several Hobbits on his staff were there and clapped, giving him compliments. He bowed, then stepped forwards.
"Time for the speech, isn't it?" he asked still grinning. The small party of Hobbits started leaving Town Hall to go outside where a crowd of Hobbits were waiting. Even though it was early, Hobbits were already waiting for the speech. Fredegar eyed the banquet tables hungrily and reminded himself, Just after the speech...
"Looks like it'll be a sunny day again. Most excellent!" the Mayor said, looking out one of the windows. He stopped in front of the two large doors that led out into Town Hole and smoothed his hair. "Show time," he muttered, then stepped forwards and pushed the doors open...

Outside, Chief Bounder Rollo Boffin stood off to the side on the raised dais that the new mayor would be making his speech from. He was smiling at the growing crowd with his hands clasped behind his back. Today was going to be a good day, he decided. He doubted there would be any trouble. After all, he had his bounders all around. He had given them orders to keep an eye out for trouble, but mostly to enjoy themselves.
Chief Boffin's stomach rumbled, and he brought his right hand to his stomach to quell it. He hadn't managed to get anything to eat today. Not so much as a bread crumb. But the breakfast banquet was supposedly going to be the largest spectacle people had seen in a long time. Mayor Proudfoot sure new how to rack up popularity!
Just as he was thinking, the Mayor himself stepped out on the opposite side of the stage. Rollo Boffin turned and stepped forwards, offering his hand with a grin.

Fredegar Proudfoot returned the grin and firmly shook the Chief Bounder's hand. "Thank you," he said, still grinning. He resumed walking to the center of the dias where he was to make his speech. There was a stand to hold his papers, but as he looked down, all he saw was the wood stand. He looked from the stand to the door he came from.
"Where are my papers?" he muttered. "My speech? Oh dear." His grin faltered for a moment, but a young Hobbit lad came hurrying out. After quickly depositing a few sheets of paper on the stand, he turned and hurried back out. People started laughing in the crowd and Fredegar swallowed uncomfortably. He suddenly grinned towards the crowd and held up the papers.
"Look, I found my speech!"
Now the whole crowd laughed, except this time they weren't laughing at him, they were laughing at his joke. Mayor Proudfoot grinned again.
